NATIONAL COMMUNITY CRIME PREVENTION PROGRAMME:

Funding for Security Related Infrastructure including Closed Circuit Television Systems

On 30 September 2005 the Australian Government announced $6 million of further NCCPP funding for security related infrastructure, including Closed Circuit Television (CCTV) systems.  This funding is to be provided for projects that are integral to the effectiveness of a local community crime prevention strategy. 

The Australian Government announced the first Security Related Infrastructure projects on 26 June 2006.  Eighteen community crime prevention projects received a total of just under $2.1 million in the round of grants awarded under the National Community Crime Prevention Programme (NCCPP). 

Council of Australian Governments (COAG) National Code of Practice for CCTV

Relevant to this decision is the agreement on 27 September 2005 by the COAG special meeting on counter-terrorism to a range of measures to deliver increased safety and security to all Australians.

These measures include enhancing the use of CCTV for counter-terrorism purposes, including the development of a National Code of Practice for CCTV systems in the Mass Passenger Transport Sector.

At the 14 July 2006 COAG meeting it was agreed the CCTV Code of Practice is to be applied on a voluntary, risk-managed basis to mass passenger transport systems.

The Code sets a policy framework, objectives, protocols and minimum requirements for fixed and mobile CCTV systems, and national guidelines for the collection, storage access, use, privacy, disclosure, protection and retention of CCTV information. 

All CCTV related projects funded under the NCCPP should observe the COAG National Code of Practice for CCTV systems.  Copies of the code are available at the following website: http://www.coag.gov.au/meetings/140706

Standards Australia* CCTV standards

Other work in this area includes the recent development by Standards Australia on CCTV standards.  The purpose of these CCTV Standards is to present a Code of Practice for the management and operation of CCTV systems for reference by users, manufacturers, tenants of premises with CCTV systems installed and regulators.
